How do I put a quote or a members statement in highlighted area? I want to put the members message in my reply......I have tried everything........

When you want to reply to a post and include a quote, instead of clicking in the "post reply" button, click on the "quote" button. Looks like this

What is the icon next to the quote button used for? It has quotation marks and what looks to be a plus sign.
